Pan flutes were made for a very, very short time. They're no longer allowed. So to answer your question, Farmer... everything.

I think they just decided on making them for a short time and decided not to make them again

I think it was an issue with how they work mechanically. The finger placement and playing doesn't match into any of the instrument classes.

maybe if it cast a spell when you played it but it's just (rare?) fluff.

Yea, the flute messaging doesn't match pan flutes, and last I remember (according to an assist I made a while back), there's no intention to make them match. They're anomalous, and that's just what it is.

Basically, if you like the idea of a panflute, getting an old one is the only way.

Yeah, weird that this isn't a supported instrument. I wanted one for a character and lucked out with a pawn shop find. Kind of lame because it should be pretty standard.
Even from a coding perspective it should be pretty simple. Good 10-15 minutes worth of work excluding the act of imagining up some messaging.
