I have a fixskill. Was thinking about ways to allocate TP's for a pure caster. Which is best?

1x brawl, 1 rank shield?
1x shield, no brawl?
Runestaff?

How do you hunt? Empath DS isn't really that big of an issue in later trains.

I've done OHB/shield, and runestaff, and shield only, and I like having a runestaff the best, as a web-bolting empath. <shrug> I'm no help, as usual.
