If a shield has flares, are they reactive as they would be with armor, or only offensive as they would be with a weapon? Thanks much.

Offensive only in 99.9% of cases. I think one or two people had reactive flares. No idea how.

There is no reactive shield flares as far as armor flares go.

Banshee shield (TD) flares are a unique case and unique script and not covered by the above.

Was it a warcamp drop like the vultite claid enhancive? I think it was almost as elite as that was.

No, this was a guy with a shield that was probably a bug. I saw clips of it in action and dont think the guy was as big a douche as to take the time to fake them. He posted it here, others will likely remember as well.

Anythings possible, but its not how shield flares are designed so it must be a custom script and I never heard of it, but I dunno everything either. :)

Yep. Tymelord's player did it. He did a lot of characters. Shoot b4hand a PM if you want to see some of his work. She likely still has all of the links. My avatar was just one rough sketch he did, but I ended up liking it the best. He does a lot more detailed work.
