Premie points/armor questions

I've never been premie so my understanding of premie points is fuzzy but I wanted to confirm a couple of things before I start trying to make it happen.

How many pp's would it take to pad +32 armor?
Can flaring armor be padded?
Whats the going rate on a block of points I'd need for this?

How many pp's would it take to pad +32 armor? 5200.....2000 + the 32 enchant times 100 = 5200

Can flaring armor be padded? No. Padding and flaring take the same spot.

That's what I thought just wanted to be sure.

Any idea what they sell for?
