Will surge of strength still benefit even if you already have 100 strength?

Yep. I have 100 STR, and surge ups it to 132.

The Bonuses for stats, cap at +50 I do believe.

Keep in mind, that's BONUS and not actual Stat itself

Correction: Stats cap at +40 to stat or +20 to bonus, skills cap at +50.
