Looking for something fun-ish that could qualify as a decent timesink.
Focus on character development (bunch of classes, skills, appearance options, etc) preferred.
Preferably browser based or low on PC reqs! Nothing lame or blatantly stupid (Stick RPG comes to mind)
Any suggestions?

Betrayal at Krondor. GREAT game, is now freeware. Old as dirt, so you may have to use Dosbox to get it to run. I would also recommend Fallout 1 and 2. Good, hard RPGs there.

As far as browser-based, Dragon-age has an associated webgame out that's not horrid.
There's a ton of good web-based RPGs. Try heading to kongregate and looking at the RPG section? You could also do the AdventureQuest thing.

but without the lame AP tie-in that forces you to pay to catch up.

Kingdom of Loathing comes to mind; but only because it mixes satire with actual gameplay.
