It is currently imbedded with the Call Familiar spell.
It has many charges remaining.
It could be activated by raising it.

what's this worth? anything?

yes. You need to get it sung to and take it to EG. Have the merchant there charge it fully if possible. Its cheap to get it done and makes it worth a ton more.
