I've recently returned again and have a fixskills available. When I stopped playing my rogue YEARS ago archery was brand new but now sounds like it's pretty viable. I always kind of envisioned this character as a raipier + main gauche swashbuckler but doing that and being a master picker and sneak (which I found that I really enjoyed) wasn't really viable. So can one of you archery rogues tell me how that works in the current system and is it possible to have a stealthy lock master shooty rogue that also has some spells? I'd drop CMAN SURGE but I'm not sure what other CMAN to work towards for an archery build?

EDIT: For all I know a TWC, picking rogue with some spells may be feasible so if I'm totally deluded you can point that out too.

I don't think TWC ambush isn't really feasible skill point-wise with picking.
As for ranged mechanics, check here (AS, RT):

Make sure to look into the upshots of various armor and armor specializations. Strength affects your bow firing RT so you may want to keep surge. As a half-elf you should be able to get away with 509 (white crystals) to keep you at 40 strength bonus for 4 seconds of reduction. If you want to aim from hiding with a longbow you're going to need 509 plus 2 ranks of surge to get minimal RT. Also consider how much extra ranks of surge will affect your percentage of time with it active (as more ranks lower the cooldown time).
I also have a THW ambushing ewaving rogue which is pretty fun. But there's not enough room for picking with a build like that.
This is mine at level 60, pretty standard. As a halfling, I need 509 and surge at 5 ranks to get the composite bow time down to minimum. My short-term goal is a couple ranks of the evade mastery cman, longer term is armor use at 90 ranks (probably for aug chain), and 3x dodge by cap (like the day will ever come).

I notice a lot of people are tripling in lock/disarm, is it necessary these days to max locks and disarm if you want to be an able bodied picker? Double in traps used to be enough but that was before these kooky new traps. What benefit do you get from going over 2x in perception?

3x in picking skills is necessary for some boxes closer to cap (I can get plane 1 rift and below as well as capped grimswarm boxes without a problem). Not sure what areas that includes. More than 2x perception is only good for aiming in the open. No ranged AS benefits beyond 2x and you can get away with 2x or less for finding traps (depending upon your stats, disarm training, etc).

2x picking + lores will allow you to get just about all of your own boxes for a while... Depending on what you hunt, you'll start encountering some that are out of your range.
I'm 2x picking/disarm and I've been hunting Maaghara (sp?) Tower in Illistim. And for some reason those boxes are harder than any plane 1, 2 or Ducts box I've had. I can only get about 75% of them.
So pretty much, if you wanna be super picker and pick all of your own boxes, and over your head. Yeah, you need to 2.5 or 3x. If you're comfortable with not being able to get all of them, but most... 2x is fine. Especially as someone contributing to the over population of elves, with their dexterity bonus.

Here's my take on rogue archery from another thread....
I've posted before I don't hide, at all, and it works just fine.
For staying in the open, I'd spend more on armor, get into mbp or chain as quickly as you can, since you WILL get hit more.
I use a lot of magical toys, so I don't do spells (yet), but yah, getting ewave either in spell or imbed form is always worth it.

Yah, I saw, just giving an alternate take before they go down the fixskills route.
Hiding just bores me, saves time, kill faster, get into town and pick the loot...
