Yes, you can find them hunting anything in River's Rest or Solhaven that drops treasure. But it's not too common, and for alchemy you need a lot of the things. If they're available, it would be nice to be able to buy them from someone.

I picked up about 50 during the 2-3 weeks of occupied Solhaven, and I was searching a LOT of stuff.
