Ultrawaggle works well except for stacking foraging, for some reason it always casts it even when I already have 4 hours. Thoughts:

The messages that say 4 hours are from Psinet, not Lich. Lich's messages are missing, which means it doesn't know it's at 4 hours and the problem probably isn't with waggle. Make sure infomon is running, and see if it is tracking other spells. If so, it might have the wrong spell message in spell-list.xml.txt.

It works just fine with all my other spells, just 603 is the only one that is odd.

FYI: If UltraWaggle fails to cast the proper amount of times it's not UltraWaggle. UltraWaggle uses a touch of logic to determine casts based on the duration of the spell, time left on the spell, and your target maximum stack. All of this information is provided by infomon and if it's incorrect then UltraWaggle will be incorrect. Just tell Tillmen what spell it is and what the duration should be and he can generally fix it in just a few minutes.

One other note:

If you want bug reports to reach me immediately you should post them at lichproject.com using the "Create Ticket" button on the top navigation. That will automatically send me emails which I can respond to much quicker. It also gives us a central location for bug information that can be searched by others with similar problems.
