PTPs to MTPs

I never understood this transition well. Though I've never really tested it. I exceeded my PTPs one time and went into using my MTPs but I was unable to use any new spells that I gained that level until I had converted enough MTPs back so that my PTPs were in the positive. Is this what is supposed to happen?

My ranger has an excess of PTPs and I would love to use them in place of MTPs but not at the loss of using new spells that I've gained.

You must have been converting skills down. Type skill base to see where your skills actually are and what you're changing them to.

What happened is you ended up "buying" the other skill before your spells (I believe the cheaper skills are bought first).

Trading PTP for MTP will not cause any adverse effects.
