Can anyone tell me what i need to be doing to get this guy on the right track, i know his stats are all messed up and im working on getting a fixstat potion but the training is what really bugs me.

You're mostly ok, except that you need to 2x spell aiming for bolt AS. I'd get 24 ranks of air lore asap, too. Don't bother with a fixstats potion. If you hate his stats (they're so-so), just reroll. It'll take you a month to get back to level 24, maybe.

I'll echo the rerolling, but if you don't want to do that then as far as skills go you're on a fair track for a runestaff bolter, just double spell aiming. The MoC is hardly worth it at that level, and up to you if you get the extra points for SA from dropping a few spells or not 2xing Harness Power.

As for 24 air lore ranks, I am a fan of having them, but I wouldn't call it an "ASAP" target for a bolting wizard.

Yeah i was going to make a pure but this was my first shot at a wizard and i kinda made him on a whim, i ended up falling in love with the class though so i went ahead and rerolled and went Dark Elf Wizard
