If youre not a rogue how necessary is perception training anyway? I am stumped about how often I should train in it, if at all.
I am also not sure about how often I should train in swimming and climbing either.
And why the hell can't I skin ANYTHING. I have training in first aid but fail each and every time.

skinning is based on the survival skill now i believe
and perception helps you find hidden things like passges and what not, also helps with finding traps on boxes, and helps alot with archery.
climb and swim im sure you will find alot of people have diferent ideas on this, mine is to have around 20-25 ranks by level 40 in climb and 5-10 in swim by the same level

It depends what type of rogue you are.
If you want to see traps, 2x until 30-35. If you're an archer, 3x.
You'll want climbing and swimming so you can get places. A lot of places that required no skill to get to in GSIII now require it. And failure can be a death.

No. Survival is primary, and First Aid provides a bonus.

It depends when your pulling the info from...during GSIV testing I believe they were going to make survival primary however sometime before live release they decided to make them both equally weighted.
Basically like Artha said, how much perception is based entirely on what your rogue will be doing. Non-picking, non-archery I'd say 1x in it since its cheap. If you're doing either picking or archery I'd move to 2x. I don't think going from 2x to 3x is worth the TP cost for any noticable benefit as the AS formula on ranged is capped at 2x and it only helps with open aiming from there.
Climbing/swimming depends on what level you are and your hunting ground considerations. Some areas like Pinefar you'll want more climbing to make up for injuries from wind damage and encumberance from loot. If you tend to stay away from that type of adventerous climates, you can live with less.
I guess I am trying to figure out how often my empath should train in perception, I don't want to overtrain but am afraid of not getting enough ranks if it is a necessary skill for her to have later on.

OK. It was originally slated for Survival to be more important. This is not the case. Either they are equal or FA is weighted a bit more than Survival, id lean towards equal.
Perception is very important if you ever plan on ambushing from the open. Other than that it is not really that important. With every char i have had i kept them at 1x perception. Elrodin went 2x for archery. Perception is the key factor for ambushing from the open, Ambush and Perception together factor in for ambushing from hiding.

Uhhh yeah thats how perceptive I am.
If you want to try to find thieves and do so with a passion, double in it.
If you just want to get past the puzzles/miscellanious annoying spots ingame, I've found 24 ranks works fine.

Mint, My empath 1x perception for life, got 25 in climb and swim, 3x first aid and .5x survival. Ive not had any climbing problems and I rarely botch a skin. I just do perception cos its cheap and I like catching thieves!

All I know for 100% sure is Soli said they were equally weighted. Beyond that, I don't know if the skill checks go by ranks, or by bonus.
Personally, I'm 3x FA and 40 ranks of survival. If it goes by bonus check, I get the advantage of having more bonus from the first 40 ranks of survival. Otherwise, I just get more skinning period.
My advice would be to go with whatever route is cheaper TP wise. Even with the extra 40 ranks, I haven't noticed any real change in the value of my skins.
So the answer to your question is maybe.

It also depends on where you hunt and travel. Hunt harbs up in Sheru? Dude, you really need perception. Make the EN run and want to get past Vipershroud without a ring? Need perception.

Also helpful if you tend to make enemies with snipers.
