In the room with Sal's Shelter is also Bertha's, where the races are. You either need to bribe Bertha to get the password, or if you're a River's Rest citizen, you can just walk in the door.

I've figured the Bertha part out. How do you bribe her? I've offered coins, notes, gems, etc. with no result.

That part I don't exactly remember. I thought I just handed her coins, or asked her about a password, or something...I went back to answer someone's question about how to do it and found out as a citizen, I get in free. So, great for citizens, sucks to whoever I was trying to figure it out for.
