Cheapest way to get it is scan playershops.com (well, the old lists) to grab a 4x perfect , or commission somone to make one for you.

Get a wizard to enchant it up as far as they willing.

Then take it to EG or other fest to get flares or buy/spend the premium points to get it.

Or do you actually expect someone to have done all that and then sell it cheap??? <wink>

One of the premium contest prizes is adding basic flares to a weapon up to 5x. So that's another alternative you have. Although I'd be tempted to bitch slap someone who stopped at 5x, and didn't AT LEAST take it to 6x before slapping flares on it. Especially on a perfect.
