So, when I was in Dubai UAE I bought Dawn of War 2 and Empire: Total War. I'm all happy because these are two games I've been looking forward to and I have a lot of spare time sitting around on the ship in order to play them. So, I try to install them and then I figure out you HAVE to have and internet connection and a steam account to even install them. WTF!? Its so fucking retarded.

You can make an offline Games for Windows Live account for Dawn of War II and play single player with it. Not sure what the business with Steam is.

It wouldn't let me install it at all, unless I installed steam first and it verified that I have a steam account. Doesn't matter now, but I was upset during the deployment.
