I am basically dropping my picking skills to 1x, raising pickpocketing, dodging and CM with the points. Currently I have standard 4x gear with no special properties, swing at 261AS and am a rather proficient hunter. Any suggestions?

just totally drop picking if you're only going to 1x.

If I totally drop picking, what should I do with perception? Drop to 1x?

Yep, as long as you kept the sword/board build. Use the points elsewhere.
