thats why I quit accepting skinning tasks, one out of maybe ten was good enough quality to count. After a while they quit giving me skinning tasks.

either you're lucky, you got rid of all your survival/first aid training, or you're in a level range with no skinnable creatures

Does it really take your skills into account? I keep getting stupid bounties foraging for herbs yet I don't have any points in first aid or survival.

I kept about 25 ranks of first aid, just to keep the herb eating RT down, no survival though. I still get herb foraging tasks, but turn those in, too. As far as I know, griffins are skinnable, but I haven't gotten a skinning task since I moved from Solhaven to Ta'Illistem.

Kept enough first aid to make herb RTs managable, 25 rank or so, thats it. I see others skinning where I hunt (Griffins Keen). Must not be enough to have a remote chance of getting quality skins.
I still get herb foraging tasks, but with hardly any perception, I just turn those in and move on.
only skinning skills are taken into account, no other tasks have skills considered.
If you have any perception and a haste effect, I've found foraging tasks to be doable (except for those fucking cursed herbs in the Rift...stupidest fucking shit ever...).

I've done a few herb tasks with 20 perception and 0 survival. They're just not worth the time though.

Foraging tasks are my favorite. Incant foraging/Assume Yierka and I'm in and out with a quick easy chunk of exp.
Skinning tasks are good too. Are you in the Landing? What you need?

In order to get skinning tasks, you must have some training in either first aid or survival.
Foraging tasks seem pretty simple to me, but I 1x in perception as a warrior. It's nice to get a foraging task right after becoming saturated, then go right out and find the herbs, come back and turn them in, and as soon as my head is clear enough to learn, I can turn the task in for super quick XP.
Skinning tasks are also pretty easy for my warrior considering he's 1x in FA and Survival. You need to be sure you don't aim for the location they want you skin. I find it hardest when I have to get a "skin" since it sorta incorporates the whole body, but aiming for the eye ends to work on those tasks (not so easy with a two-hander). However, if you have to get a tusk bounty, aim for the neck and avoid the head. Sigil of Resolve is also very useful when skinning if you are in Sunfist since it gives you a bonus to survival.
Also, be sure you use a small weapon when you skin. Make a script for skinning critters, and it becomes a trivial task to skin everything before you search it. You will also find skinning can bring you a lot of money anyways, so I skin everything I can.

0.5x in FA/Survival is REQUIRED to get any skinning bounties. This takes both skills into account, and adds them together. At level 60, 30 ranks of FA, or 30 ranks of Survival, or 15 of each, or any combination that adds up to 30 ranks (or above 30 ranks) will allow you to get skinning bounties.
As others have said, the location of the skin is important, if you aim for the head, and get scalps, all of your skins will be worth nearly nothing, and their quality is pretty much ruined.
To the original poster, you posted it yourself, the taskmaster asked for "fine" quality tusks (not fair quality) so your Empath friend either stinks at skinning, or he kept ruining the skins with shots to the face/eyes (yes, eye shots usually ruin tusks/teeth/scalps just like head shots do).
The more FA/Survival you have, the higher quality skin the taskmaster can ask for. with 2x FA / 1x Survival, sometimes I'm required to get outstanding quality skins, which is pretty tough. But my paladin who always sticks to .5x in FA is never required to get anything more than fair quality.
The quality of the skins you turn in doesn't matter for the final bounty total either, all that matters is the base price of each skin. Without the effects of race/trading, the average sale price of all your skins is the amount of bounty points you get. Lately I've been getting 800-1300 BP's per bounty turning in storm griffin feathers. If I decided to save 10 or so of the most valuable ones I can find (1500-1800) I could get that many points, but it's hardly worth the trouble of saving them!

Not true, at cap I only need 40 ranks of FA for tasks, cannot skin talons with that amount however. That's without survival and I think 30 ranks got me the tasks and I picked up an extra 10, but I cannot remember.
Never tested Nelemar to see if 40 ranks is enough there as well, will see once I strike up hunting again.

And you have 0 Survival? I can't get skinning tasks with my Paladin unless I have at least .5x.... I was once certain, now I'm confused, =\

yeah that was with 0 survival, 1x perception
Oh and it's with a pure wizard, cleric, not sure if semi's and squares might get held to a different training pattern
