to make a downloadable manual/handbook that can by dynamically updated online so that when people download it, they get the latest version (preferably pdf) but can be edited and updated online rather than having to edit an offline version then upload every time?

For a football league. It's so we can have the contact details and rules etc in a handbook and then dynamically change them when need be and people can download an updated one without the amend/upload pullava

Google docs is free and could accomplish it.

Upload the original, and set permissions to the few people who can update it. Pass out view-only permissions to the group, and you're set.

From my knowledge, the people who need to update it need google accounts. The people who just want to look at it don't.
