I've made it post cap without ever having FA or survival for any great period of time. All in what you want to do and what kind of ranger you want to be. I tend to be more of the physical/hunting type.

There are creatures with valuable skins throughout the levels. If you are going to hunt those things and skin them, the training cost can be worthwhile.
I train it, but don't use it enough. Sometimes it seems like a waste.
I skimped on secondary skills in the early-going, then had 1x survival + 10 ranks first aid for a long time. It was enough to be a competent skinner, but little enough to only be tasked with fair quality pelts by the Adventurer's Guild.
Nothing was really a problem to skin except the very few most demanding pelts. With a good macro and the 604 bonus, any ranger should get at least a few exceptional skins with even 1x survival and no first aid, or some equivalent combination.
I've gone for the 1x between the two: stopped survival at 50 ranks and have been picking up FA each level since. I skin fine enough with 604. They're both fairly cheap, and there isn't really anything else I need to train in.
