I've made some pretty big purchases here lately and been very lucky with whom Ive worked with. But with high end items is smart to have a bard available to sing to items, before the money is exchanged? or in terms of cash deals is pay pal safe ? If your scammed can you get your money back or is it a matter of checking reputations before hand.
These problems have just recently been brough to my attention by a friend and now Im hesistant to work with anyone without a stellar reputation.

Caveat emptor. In general, though, when it gets to high-end items, most people who have them have been around a long time and know it's not worth the bother of screwing someone over. I've never had any problems with expensive stuff. It's usually newbies trying to make a quick buck who try to scam people.
Still, especially if you're dealing with cash, working with someone who's well known is the safer bet.

All depends on what you consider a "high end item". If it is a one of a kind item, then chances are the stats and owner are known and the sale will not be an issue. It is when you start buying up standard 10X gear or the mid-range of items that have value, but are either not well known or there are multiples.
Ask for a reference, search the forums for previous sales by the seller and bring a bard. The last thing a seller wants is to get ripped apart on these boards.
FYI - I did make a deal to purchase a 10X fal awhile back and when I got it, I had it sung to and it was 8X. The seller was flabbergasted, but totally made up for it with another item and was very apologetic. If you do happen to buy something and it is not as advertised, don't immediately freak out and accuse anyone. Contact the seller and try to get it worked out. If that is not possible, then flame them.

If there's a new seller that seems to be giving a deal that is too good to be true, it probably is.
One of the little tricks is to make sure that the item in question actually exists. Asks to meet them somewhere IG and have it tested/seen/swing comparison. I'd say 99% of the time, if it exists and someone owns it, then they're probably legit. Scammers typically won't go through the trouble of acquiring an item to scam with since if they could afford base item X, they're probably less inclined to think it is worth the effort of ripping someone else off for the amount it is worth. If that makes any sense.
I would recommend only dealing with people with a reputation or has the vouching of someone reputable. You may save a couple bucks but if you ever hit that one dirty skank, you're going to waste a lot of time fighting paypal for your cash back, heartache, etc.

Yeah. I created a big fuss from when I got scammed. I would suggest two things if you're buying an item that you aren't sure about for properties. Have a bard on hand, someone you trust. And be allowed to test the item. If the item runs on a timer, be sure to be able to test that timer.
It's rare that someone selling high end items will scam you. Especially with Tsin gone. But it happens. Some people have altered mundane items to look like high end stuff, are wrong about properties, don't realize it is was profession restricted, etc.
The camo cloak almost took me out of GS for good. And it wasn't that I lost 80mil, it more "if someone can do this to you, wtf" type of thing. After just 2 hours of having the cloak, all I wanted was a refund, and he wouldn't do it (when the properties weren't correct). And the funny thing is, I had dealt with Tsin several times before it all happened. Sure I knew his prices were retarded, but that was my first look at him scamming people.
Anyways, in short, just make sure. In doubt, post here, most of us high end merchant types can verify a phony item fast.
Speaking as someone who's been on the 'unknown seller / buyer' side of the coin...
If you're a 'new' seller or buyer, you're going to be willing to go far and above the normal assurances that 'known' people go through in the process of a sale. If you get a seller that isn't known, be up front with that person. Tell them you need further assurances to make sure you're safe. If they're even semi-legit, they're going to understand that they're not well-known, and be willing to work harder to make the sale work. After all, they want your money! So tell them that you need to meet them in-game. Hell, tell them to meet you at the AI Crystal with the item if you want. Whatever's going to make you feel safer. And if they've got a problem with whatever measures you propose, then there's a good chance they've got something to hide.

Having a good merchant rep in game helps.
Being verified on PayPal seems to be helpful as well.

I can tell you without doubt that anyone that has done any kind of cash transaction with me over the past couple of months received payment or their item as soon as our work schedules allowed it. Speaking of cash transactions I will be piecing out my main account as much as possible over the next week. I will not be selling anymore silvers, until after the second prime run of CCF. I unloaded 60 million today.

I say it doesn't matter. Get it assessed no matter who you're buyin from. I bought a high end item a while back from a distinguished seller and later found out that it didn't have the weighting it was suppose to. The seller was sorry but gave me the run-around about getting a refund. Definitely get it assessed!

There was a thread a while back where people would review and reccomend merchants.
A friend of mine had his item nerfed between the time he last used it and the time it changed hands once he sold it. That really fucked him off.
