Once I write out the request, can I put the scroll and piece of gear getting altered in my locker or do I need to keep them on the person?

How long is it taking to get work done by Sadie, specifically padding on armor?

I'd keep the scroll on you just to be able to see the status on it. You can grab the armor again before you WRITE ACCEPT.
