Grimswarm camps?

Currently made rank 2 in the GoS on my rogue and had a few questions on it. I have been searching all over for a warcamp to report to the assistant but haven't been able to find any. Are they random or am I doing something wrong? I was looking in Ta'Vaalor and now in the Landing but not finding anything.
Also I have heard that critters spawn at the level of the first person that goes in. Is that correct or will more spawn when i'm in there? So if I were to bring a higher level friend along with me in my group would they spawn with his level or mine?

They are semi-random. There are certain areas where they spawn in though. Like the trails from one town to the next. Go into each hunting area, pop your sigi location and you can tell whether there is one nearby or not. Just keep walking around popping the sigil until you find one.

Edit: Oh, and the camps don't spawn to a level, the critters inside do. They spawn to the level of the people who are INSIDE the camp too, not outside.
