You will need to be premium to run a 3 room shop, basic can reduce the shop down to 1 room.

You will need to have citizenship in the respective city to take ownership of the shop.

The Ta'Vaalor shop is in room 10 on the Playershops map.
The Ta'Illistim shop is in room 6 on the Playershops map.

i would think with basic that the new shop owner taking over it would just automatically reduce back to 1 room, kind of like your locker if you go from premie to basic it all crams down into 1 locker. but out right reducing size out of choice who knows heh
