I don't need two, so, this one is for sale.

a wide black ash-cased fletching razor carved in relief with a chain of mournblooms

It's from the Sylvan festival. Apparently it adds acid flares to your fletched arrows. It's rechargeable and has I believe 75 uses (or so people have said).

Mage rechargeable?

Can the magic crystals recharge it?

Or just certain merchants?

If anyone has asked for definite clarification I haven't heard it yet.

Relatively sure they're merchant recharged only. They have 75 charges, and each feather fletched uses a charge. So 75 feathers at 4 fletchings each is 300, meaning 100 arrows per razor.

What about the flares? Are they permanent? 100k, either way.

They fletchings act just like storm griffin feather fletchings, but with different flares. They last as long as you don't lose your arrows.
