I hate alt+f4

Can I turn off the macro in windows that closes out programs when I hit these buttons together?

The only thing I know you can do is disable the F4 key from being used. I actually have turned off the Insert key so it doesn't register as a key press. Most keyboards have a setting in the Keyboard area of the control panel.

I forget where it is.. but there is some sort of compatibility agent that lets you rebind certain commands... things like preventing the windows key from interupting game play...

I think vista has a game mode that ignores normal windows commands when the game window is maximized.

There used to be some function built into windows, or maybe some independent addon to it..I forget. I think it was called sticky, or something like that. You could enable or disable certain key functions, as well as create your own to do weird stuff, such as pressing shift five times in a row to open your web browser or somethin'.

Windows has a built in function called Stickykeys, but the description of it there isn't exactly as I remember it. I dunno. I might be thinking of a combination of things and getting mixed up, but here's the thingy in case it's what you're lookin for.
