When you create a new thread prior to clicking "Submit New Thread" scroll to the bottom half of the page where it says "Additional Options". At the very bottom you'll see a heading "Post a Poll" with a check box labelled "Yes, post a poll with this thread", check it.

Beneath the check box you'll see the option labelled: Number of Poll Options (maximum of 10) with the default set to 4. Enter in the number of options you want (I used the standard 4 for this poll).

Then click "Submit New Thread". You'll be taken to a poll set-up page that will ask you to type in your poll question and define your options. You can set them to be private or public (people can/cannot see who voted for what) or multiple choice (people can click more than one option) etc. It's fairly self-explanatory from there.
