Keep in mind, my experience has been that at merchant events you still pay a hefty price tag for spells being charged. EG 06 I had a scroll with 116 charged to 40 uses for 780k and a 318 scroll to 40 charges for 1.2m. Not sure how true this argument stands up now, since I've missed the past two years of paid events. People were getting charged similar price tags for 215, 211 etc.
