I'm thinking about tooling around in GS and wasn't wanting to start from scratch again.
I'm not looking for all of these things but my optimal wizard would be the following:
-50-65 (higher or lower are welcome)
-Halfling (or any other race that doesn't have crappy spirit regen)
-CoL or the ability to go into CoL
-Stats optimized toward level 100 (that's probably asking for a lot, I might have to look toward the fix stats pot later.)
-Fix skills available or decent skills (1x brawling and 1x TWCombat not really my thing, something more traditional for a wizard...2x spell aim etc)
-A decent name (Scrummpylegstoadstool doesn't count) the more simple the better.
-Gear really doesn't matter.
-Ability to transfer the character & I'll even pay the fee.
It might be far fetched but I'm hoping for some surprises. I figured the more detailed I am the less time we will waste.

I'd honestly work with a forest gnome they are hot...but those other ones...mehhh :P.
Tinkering ones...they are trouble.

Yea. For those looking to buy, it seems now is the time, things have changed alot and prices have dropped dramatically.
I have yet to purchase a Capped Character for more than 500.
Which says alot since before they used to fetch no less than a grand

Feel free to disregard this advice if you like, because there are certainly other viewpoints, but I figure if you're just coming back after an absence I think this might be good to at least consider: Unless you are planning post cap, I would look for a character with a balance of growth stats and training point optimization instead of one set strictly for growth.
Setting strictly for growth as a halfling wizard, or any wizard for that matter, will cost you many levels worth of training points by the time you get to cap. After cap it doesn't matter because you can always make those TPs up, but at level 60-70 you're looking at a full 4 or 5 levels worth of points lost, assuming you're gonna use a runestaff, which I think is prudent for a wizard, enchanting prowess and the like being a factor.
IMHO it's probably best to balance your stats/TPs pre-cap, then worry about looking for a fixstat potion once you hit it. Wizards are a kind of odd situation because they don't seem to have a lot of trouble up-hunting no matter what, but I always liked to worry about the skills first, and the stats second. Until cap, that is. Just my two cents.
Also, there was someone considering selling a 74 wizard or somesuch in another thread earlier today that you might want to look into. Little higher than what you stated you're lookin' for, but if ya can get a good deal, why not? Not sure anything about stats/society options. Just a lead if you're interested. I'll try to find the link and post it in here with an edit.

I don't understand this advocation of runestaff for wizards. Runestaff DS blows in offensive stance. Wizards are going to be caught in offensive on occasion. Sure I do the whole Stance Off;Inc 904;stance def thing so that it's a very short period of time, but it happens.

I mainly say runestaff for the enchanting thingy. Less physical skills to worry about means more attention to the skills that can help you enchant properly or ahead of your level.
And also, even a wizard using a shield is going to get hit, and hit HARD in stance offensive anyway, right? What's the heaviest armor wizards wear anyhow? doubles? LBP? Fighting stuff at level 70 any hit to that wizard without any amount of redux is going to result in death, whether it's by a 10 round stun and then a few other hits, or simply on the first shot.

10x shield pwns any runestaff.

1x shields and try to 3x spells, or as close to it without sacrificing other needed 1x skills.
You might get hit in offensive but I usually don't.

Well sure, DS wise you're gonna do a lot better with sword/board than a runestaff in offensive of course, but I know when my wizard gets hit, even with low end rolls, it's usually a stun/death. Is the DS really that much better that you could avoid the stuns when you can and do get hit in offensive?

Ah, well that answers it then. If you can sit in offensive and not get hit then that is a pretty good argument for it. Personal preference I guess. Are you able to train your enchanting type skills to the point where you're at least able to perform to the norm at your level?

540 pwns those. 520 + earth lore also negates alot of the piddly damage.

Yeah... even with a 7x shield as a self spelled no special toys in offensive wizard you're effectively immune to AS/DS if you are selective about your hunting grounds ... only manuevers/spells cause issues.
