To add to and emphasize what Naionna has said, even if no one complains, there are still instances in which a GM can, and should, step in -- so no one reporting, or telling someone they better not report, isn't always an assurance that a violation of Policy will go unpunished. As she also said, certainly where there is enough witnessed to know the situation was either unwarranted or unconsented would be enough.
