Mtenda about summed it up. Mestys is always dead set again implimenting it. Merchants, off-the-shelf gear at previous festivals, and treasure borne items are the only means of obtaining it. I bet good money the service will be available at the CCF, though.

aye thats what im hoping for, this CCF, there dates set yet? im waiting on my chain to get done enchanting, then hoping to make it there with it.

I think they can, yes, because the cost is just added to your account bill. I don't think specific dates have been set, but it is sometime April-may.
