I would think whether it's attuned or not would affect the price. Considering it's a 90 day wait.

It is 90 days since the last person wore it. So if you're wearing it, the person will have to wait some time.

I've also bugged GMs and had them reset em for me. Bet you aren't supposed to do that though.

I'll try to unattune it tonight. When you unattune it what happens? I vaguely remember it being thrown on the ground? (heh it was sitting in my locker for the last 6 months or so, but I put it on to remove it from opening/closing my shroud as someone told me that it wouldn't work for the other person unless I did that)

You can't unattune it, it's purely a wait from the last time someone wore it. So it will be 90 days, and then the person will need to RAISE it to attune it.
