15m for 4x hcp FP is a good deal, but full plate is more expensive, just because.

Mostly the points are worth what other more normal priced armors they can pad (I think) like doubles or brig.

So whatever 4x hcp doubles, or FGB + a little, sells for, that's your 4000 points, 4500 is 5x hcp Doubles (which is a lot more than 4x hcp doubles) which begins the curve.

Sorry to hijack... but what do 5x hcp doubles go for anyway?
