This happened in my neighborhood as well. A guy comes over to my house and hands me a note saying basically the same thing. I go "so I'll be over at eight" and he gets all scared and stammering, then I tell him its just a joke.

Seriously, if you are the kind of person who writes these types of notes, you probably aren't going to be the type who is loud enough to get the police called for a noise violation. But I guess weed smoking is a quiet affair and they just don't want the police showing up for any other reason.
