Is this TD protection? Bolt protection? How can I tell, and how can I measure? I've never seen this before...

wear it and have someone cast 102 or 703 at you then remove it and repeat and notice the change in TD.

Depends on base enchant and whether or not the TD enhancement is permanent or temporary.
