Question about voln, favor, and stepping

When you step in voln, does it check to make sure if you have enough favor to step, and then drain it all? For example you grind out 100 favor and take step 1 which normally takes 25 favor to step, would it drain it all or just take 25 and then you can go on to do the next step's quest because you have the favor for it?

When you step you completely clear. Doesn't matter if you have a million favor. You start the next step with none.

damn that sucks. They should change that so it only drains the favor necessary so those who don't live in stupid WL can actually advance in voln without having to run back and forth every day or two.
