Can armor that has fire resistance be padded via premium points?
Can armor that is padded via premium points have fire resistance added to it?
I have some 7x Brig
7400 premium points
Silvers to spend
I'm not wanting anything above Brigandine and I must have fire resistance

Yes and yes.
Edited to add: I'd probably get the padding first, then the resistance to avoid any potential confusion. They might not like you to pad resisted armor because the resistance has increased training requirements to do padding.

I'm pretty sure the answer is yes to both, however I would enchant it first then add the resistance because resistance will most likely add a surcharge to the cost. Otherwise pp padding is the same as any other padding, and so long as the ranger is skilled enough they can resist it.

There is a surcharge for normal resistances.
Though you migt be able to argue with a gm that ranger resistance is temp and shouldn't get the surcharge
