It seems I see more and more capped people around that barely know anything about the game..I understand powerhunting and I can actually see that powerhunters hunt, but when a capped guy pops up that I haven't heard of it (Which happens a lot), it makes me wonder about GM perks and what not..anyone else thought about that?

Your probably new and seeing capped guys from a long long time ago. Or people who just hunted in different towns.
Barely knowing stuff can mean they came back and forgot, are borrowing a friends guy for the fun of it, or bought a character or maybe even just a different class to play around with.
I seriously doubt they allow GMs to actually level their PCs like that. If they do, I am applying soon. :)

Coming back into GS4 after GS3 is a major learning curve if you think about absolutely everything that has changed. Though I still have no explanation of Hevinsbane.

I think Hevinsbane is literally mildly retarded, like Warclaidhm.
I remember when Hevinsbane was a Warrior and converted to Paladin. Dude asked me so many questions and posted so much unreadable babble on the forums it was sad.
