1625 and double plasma flares

So for the longest time I had a paladin bonded to a weapon with special flares, so the weapon didn't get plasma flares and just kept its own flare.

I am going to bond to a new weapon and use the plasma flares but its been a while and I can't remember how you get the double plasma flares. Is it training in Blessings lore? Or am I supposed to keep casting guiding light at it even once its bonded? Or does it just happen with no extra effort?

I might be wrong, but I think lores increase the chance of multiple flares.

From the officials:
For the second flare, the base chance is increased with training in the Spiritual Lore, Blessings skill, providing an additional 4% at 3 ranks, with the maximum bonus of 68% at 187 ranks.

There is a base rate for double flares.
