Your original offer wasn't exactly in a competitive range nor inspirational. Sellers are less likely to take a buy out if there is fierce ongoing bidding competition or the item is taking bid bumps by excessive amounts. Bidding under the CB isn't going to make him stop and consider what he could get for it.

If you want the item, always bid like you want it.
