How to sell a house in gs4

I was able convert my house to a deed in game, but I have not been able to find anyone to sell the deed to in Moot Hall. Can anyone point me in the right direction? I feel like an idiot since there isn't many places to go.

At the top of the stairs go through the thanot door and go all the way east. There is a clerk that deals with deeds there. Read the sign.
