wanting a level 15ish wizard

I'd like to buy a level 15ish wizard (prefer a dwarf, but don't really care) just for utility. Anyone have one or want to make one and get him or her up to level 15? Nothing fancy, just buffing type spells

I am interested, can you tell me how much you would want and the details? Thanks! I know it is lazy of me to want to buy a wiz rather than create and train him, but I have tried and tired and find early wizards make me crazy!
