Minimum skill requirements to get skinning and foraging bounties

I'm trying to level my little bard as fast as possible so I'd like to have my ranger stockpile some skins and do his foraging bounties for him.

I don't need him to actually be able to do the tasks, just be able to get the tasks. Also how the does skill requirement change with level increase. Thanks a bunch!

I don't have any idea if there's a skill requirement for the foraging bounties, since technically everyone can forage regardless of Survival or Perception.

At cap, I got 50 ranks of First Aid and started getting skinning tasks - I'm going to guess that .5x of either FA or Survival will do it.

very sure you get foraging tasks no matter what. You need 0 skill to get them.
