Wondering if with 73 trains in armor use, id be good to go ahead and wear mbp. 47th train halfling archer, I know its 80 for maneuvers. Will it hinder my roundtime? Sort of a pain, im in aug chain which isnt bad at all, if ive got a few wizard spells. If not im getting minors when I occasionally pop out, which turn into bleeders and end my hunt because im not able to shoot. So is MBP gonna help much in that aspect? Dont like depending on wizard spells much, unless im uphunting big time.

especially as a halfling, it is NOT going to hinder tour roundtime. THe maneuver hindrance may also be offset by your natural halfling-ness. You should be alright to put it on now, and keep trucking to 80 ranks.
Keep in mind that wearing MBP, the rest of your body is covered by chain hauberk, which is noticeably better than augmented chain. It's an upgrade all around. It's not gonna save you from getting minors, though. That's basically always going to happen if you are getting hit for more than 10 points of damage. (I'm generalizing, as there are many factors, but yeah).

Augmented chain and metal breastplate will have the same DF on the arms (chain). You could try carrying around some herbs to mitigate the arm wounds.

I started wearing MBP with 70 ranks and had no problems. If you are getting particularly killed by some specific manuever you could consider going back down. But you should be okay.

70 ranks will be enough to train off every penalty visible in the game

80 ranks are required to train every non-magical hindrance of MBP. No less. The documentation on the play.net site is unclear in this.
A more detailed explanation of why it is 80 and not 70 is here:

Edit: I play a halfling in MBP and I noticed a decrease in climb performance when I went from chain shirt to MBP. My experience is that you should have somewhere in the neighborhood of 35 ranks of climb for places like Pinefar. I haven't been anywhere with more difficult climbs so I'm unable to comment further.

I think that's wrong. I'm pretty sure augmented chain and metal breastplate both have the same crit divisor on the arms, but not DF. Breastplate would have plate DF's, even on the arms, and the chain would have chain DF's.
