They cast spells, so I'd assume so.

Mana drain can't be used very often anymore. After a few uses you have to wait for the effects to wear off before it works again.

The maximum amount of mana you can drain is equal to the number of spell ranks in your Major Elemental Circle.

The timer between drains is based off of Elemental Mana Control.

After each cast of mana leech, the amount drainable goes down by a certain percentage. Something around 7-10% by my experience.

I usually set up with 413 then use 516 a slew of times, so I'm not sure what the wait time for one cast is. After about 7-8 casts it wears off about 5 minutes after my hunt is done.

Okay I just blew out my mana leech timer to get the proper messages...

The original message you got indicates the target is out of mana to be drained:
You are unable to drain it!

The messaging for overcasting mana leech:
You failed to drain any mana from him!

Actually if your full mana, it also gives the previous message as well.

The number of times you can cast mana leech is based off mana stolen, not off the number of successful casts it seems. I kept sucking 1 mana out of someone for about 10 casts and was able to do it. When I got rid of mana and leeched more, it was for around mid-ranged and not low amounts of mana.

normally it take about 10-15 minutes to "not feel the effects of mana leech anymore" that's if you use it to the popint it doesn't work anymore.

I think the changes to mana leech were wonderful X. Costing 16 mana to get 15 or whatever was a horrible idea. Now it costs 1 mana (if successful). I now use it almost every hunt.. before it was just a spell that I knew and never used.

The new leech is definately an improvement over the old version. You have to use it selectively on any given hunting ground and set up your target but what Snapp said, 1 mana per successful leech is better than trying to overcome a 16 mana gap between getting and losing mana. Tactically, you just have to remember you can't depend on this spell to go from 0 to 300 mana by running to a nearby hunting ground and draining the crap out of someone else's stuff heh.

Ahhh, I didn't knew about the 1 mana per if it was suceesful..

How many times in a row, average, can you use it before it's off for X minutes?

It depends on how long I will be resting between hunts. If I am going right back to the field, I will only cast it 4-8 times per hunt. If I am going to be a while between hunts, I will leech perhaps 10-20 times. It seems to take 2-3 minutes per times you cast it, to recover from the effects.
