Alright, I am confused by these new damned enhancives.

Does this:

You also feel a faint drawing sensation from it, as though it may be able to hold more power

indicate that the damned thing is rechargeable? That's not the regular rechargeable messaging, at least I've never seen it, which goes on about abilit to refill it. I'm also not familiar with blank rechargeables but I'd like someone to help me clear this up.
