Pretty cool I think, considering the Harness Power ranks are great for a COL warrior/rogue, or someone looking to get magic ranks against spell burst.

Does wearing these add a Hinderance to spell casting

Depends on the type of armor you're wearing. If your armor already covers the legs, then no; if it doesn't, then it'll knock you up to a torso/arms/legs AsG for your armor class.

What Briarfox said, but you still get the +hp bonus when you wear them, still, etc.
