Kind of...will bill in about 3 weeks, but we obviously try to sell them before it bills again. We usually sell them, but in the event that we don't we'll usually pad something ourselves or shut the account down until they sell.

Excuse the dumb question, but if someone were to buy these points how will they be transfered between buyer and seller?

The points don't actually change hands. You'd transfer the item you wanted work done to, to us. We'd take the item and submit a request via premium alter scroll to get the work done. When the work is complete, we return your new enhanced item back to you.
