It looks like this item has been mainly crafted out of mithril.

It provides a bonus of 6 to Sorcerous Lore - Necromancy Bonus.

Enhancives work in either hand I believe so yes you could hold two things at once.. Only self mana items depend on which hand you are holding it in I believe
