You disabled any on-board video prior to installation of the new card, right?

I'd say check your video boot order in your BIOS, but you can't get to BIOS. Can you use the old card to check?

Is your power supply strong enough to power the card?

I would say check PSU for oomph, and make sure on boards are turned off.

Try installing the drivers while the card is disconnected. Generally not a good idea, but people generally see their screen.

Generally speaking of course...generally.

Really sounds like its not seated completely somewhere or its not getting enough power, try unplugging anything from the PSU other than mobo and video and aim for the bios screen first then move on to worrying about making work in windows.
